🔁 The Three Cycles of Public Lawmaking
Every proposal on our platform moves through three clear stages. You can join in at any step.
1. 🛠 Proposal Drafting Cycle
Where your idea becomes a structured proposal
Start with an idea. You can post a rough sketch or question using our Phase 0 flair. No pressure—just a space to think out loud and gather feedback.
Build a full draft. When you're ready, use our guided format (10 sections total) to shape your idea into a full Model Proposal. You’ll get help from other members and Concordians (our process guides).
Get it community-ready. Your draft goes through feedback, a public vote, and a two-week Pol.is conversation to refine and finalize the text.
⠀🔖 Once it's voted into the Model Repository, it’s ready for state adaptation.
2. 🧩 State Tailoring Cycle
Where we localize your proposal to match real laws
Choose the right state. Members vote on where a Model Proposal should launch first, based on state rules and readiness.
Form a project team. A Project Admin is elected to coordinate the state version, supported by Concordians handling legal review, strategy, and outreach.
Adapt the proposal. Using tools like Pol.is and expert threads, the proposal is rewritten to meet that state’s legal thresholds, ballot language rules, and signature requirements.
Vote on the final version. Once the state-specific draft is complete, members approve it before it moves to the final phase.

3. 🗳 Ballot Cycle
Where strategy, signatures, and campaigning happen
Campaigns launch. Approved state versions enter the Ballot Cycle with a full public campaign: legal filings, petition gathering, outreach, and fundraising.
Everything is tracked. We post transparent updates, budget reports, and progress check-ins—so every member sees how the campaign is unfolding.
If it qualifies? It goes to the ballot. If voters pass it? It becomes law.
