Across the country, more and more voters are asking the same question:
Why can’t we just pass the laws we need ourselves?
In 26 states, we can. In the rest, we can't without lawmakers’ approval. But even in the states where ballot measures are allowed, the process is often narrow, expensive, or easily manipulated. Basic rights like writing your own law, collecting signatures, or trusting that a public vote will be honored are being chipped away.
This proposal offers a fix.
It creates a uniform, constitutional right for voters in every state to use the tools of ballot lawmaking fairly, clearly, and without interference. Whether your state already allows citizen-led laws or still blocks them, this amendment ensures a protected, accessible path forward.
It’s not about ideology. It’s about trusting voters with the power to act when institutions stall.
This is a model amendment that any state can adopt and every citizen can use.
