Universal School Rights Project

The Universal School Rights Model secures the constitutional promise of public education by ending the diversion of public dollars to private institutions, holding legislatures accountable for school funding, and ensuring that resources remain in public classrooms — where they belong.


This model codifies the right to high-quality public education in state constitutions. It imposes a fiduciary duty on lawmakers to fully and equitably fund public schools and phases out School Entitlement Programs (such as universal vouchers), while maintaining support for students with disabilities or severe challenges. A two-year transition plan ensures continuity for families and provides supplemental support for districts adapting to funding changes.


If state leaders fail to meet their obligations, the model activates a corrective oversight process — led by an independent fiscal authority — to restore compliance. By embedding equity, accountability, and transparency into law, the Universal School Rights Model protects the future of public education and guarantees that all children — regardless of income, zip code, or learning needs — can thrive in safe, well-supported schools.
